Jacques Klein, the head of the U.N.'s Bosnia mission, lights a cigar July 1, 2002 during an interview in the mission hedaquarters in Sarajevo. The United States vetoed on Sunday the six-month extension of the 1,600-strong U.N. policing mission because other council members would not put U.S. troops beyond the reach of the new global war crimes court. The U.S. however agreed to a three-day extension and unless the row has been resolved by 0400 GMT Thursday the mission would have to shut down.
