A South Korean protester holds up a placard during a protest near U.S. Forces Korea (USFK) headquarters in Seoul December 6, 2000. A year-long Pentagon investigation has concluded that U.S. soldiers panicked and fired into a crowd of unarmed refugees near the village of No Gun Ri in the early days of the Korean War, but found no conclusive evidence that the troops had orders to shoot civilians, the Washington Post reported on Wednesday. Hudreds of protesters asked for the withdrawal of USFK from the Korean peninsula and the sweeping revision of SOFA (Status of Forces Agreement), which governs the legal privileges and immunities of U.S soldiers in Korea.
