German Foreign Minister Joschka Fischer arrives at the plenary areal of the Reichstag building in Berlin to introduce a report of the German Presidency of the European Union on the Agenda 2000 and the enlargement process during a during the 20th meeting of the COSAC (Conference of European Affairs Commitees of National Parliaments and European Parliament) in Berlin June 1. Fischer said on Tuesday efforts to resolve the Kosovo conflict were in a decisive phase and the next few days would determine whether a breakthrough could be achieved.
