MEXICAN WOMAN PREPARES TO LAY FLOWERS OUTSIDE INTERIOR MINISTRY DURING PROTEST, 1999-03-17 (photo)

A Mexican woman carries flowers to place alongside crosses placed by protesters outside Mexico City's Interior Ministry building March 17 during a protest by women's groups at a spate of murders which has left over 180 women dead in the border town of Ciudad Juarez. The women's groups were protesting at the lack of progress in the investigations into the murders. U.S. FBI investigators brought in to help investigate the murders, almost all of young women working at maquila plants, ruled out a serial killer and said that the crimes have been committed by more than one person.
