Ten years after communist Hungary threw open its border with Austria, armed soldiers still patrol the woods along the frontier, trying to prevent anyone from crossing illegally. Now, however, they are on the Austrian side. Their orders are not to "shoot to kill" but to apprehend thousands of illegal immigrants from eastern Europe, North Africa and as far afield as Pakistan as they try to enter the European Union through its southeastern flank.
