U.S. emissary Richard Bush (C) arrives in Taipei July 22 for talks with the island's leaders over its controversial demand that rival China regard Taiwan's government as a co-equal state. Bush, dispatched by U.S. President Bill Clinton, is the Washington-based chairman of the American Institute in Taiwan, the de facto U.S. embassy in Taipei in the absence of official diplomatic ties. Clinton also sent a senior emissary to Beijing for similar consultations, saying the use of force to resolve the dispute would have "unthinkable" consequences.
