Bush was running for the White House, his aides said he wanted U.S. troops out of the Balkans. But when the president visits Kosovo on Tuesday, he'll find U.S. soldiers digging in, not packing up. For the first time since the U.S. military built the giant $350 million Camp Bondsteel, where most of the 5,600 U.S. peacekeepers in Kosovo live, it is creating a new base here for about 300 soldiers, expected to be finished in September.
