Incumbent Democratic Mayor of Philadelphia John Street celebrates his victory at a campaign party in Philadelphia, November 4, 2003. Street won re-election on Tuesday, trouncing Republican Sam Katz after a contentious campaign dominated by an FBI investigation that many voters saw as political foul play on the part of the Bush administration. Street, 60, a long-time black Democratic leader in the fifth-largest U.S. city, captured his second term as mayor by garnering 58 percent of ballots cast to 42 percent for Katz, according to results from 94 percent of voting precincts.
